If VCC=5V, for high-logic level, can 3.3V work? Or it must be over 3.5V?

5 V × 0.7 indeed is 3.5 V.
The CD74HCT4051 has TTL-compatible control inputs; the TMUX4051 allows 1.8 V control signals. Both have higher Ron.

If VCC is 5V the minimum high logic level will have to be 3.5V (5 x 0.7), as shown in the data sheet:
I can recommend you the TMUX4051 which is a similar device that can operate a logic level at 3.3V: https://www.ti.com/lit/ds/symlink/tmux4051.pdf
