In the datasheet, the recommended VCC is between 4.75 V to 5.25 V. But the actual range shown is –0.5 V to 7 V. Can I use SN74CBT16233 with 2.5V supply?

No.
When you exceed the absolute maximum ratings, the device might get damaged.
When you exceed the recommended operating conditions, the device might not work.
You must use a device rated for 2.5 V. The largest are SN74CBTLV16292 with 12 channels, or TS3A27518E with 6.

The supply voltage is 2.5V which is in the Supply voltage range, VCC (-0.5 to 7V). But datasheet is recommendation is from 4.75V to 5.25.
My signals voltage is 2.5V. Also, I am looking for either a 14-bit or 16-bit mux.

Just to clarify, the recommended operating conditions table is the min/max operating conditions for supply voltage where the device will operate as intended. The Abs max table is mainly based on the component physics and layout to help customers understand where the devices will get damaged if exposed.
For your use case, I would like to recommend our newer TMUX1574 device. This is a 4ch, 2:1 device and even with 4x on the board to meet the 16channel requirement you will still be within the area that the single SN74CBT16233 uses. This device will meet your supply and signal voltage requirements.
Even with 50% area addition due to soldering spacings for 4x chips, the total area will be ~87mm2.

I will go ahead with SN74CBT16233. I have not found any pcb layout related information in datasheet. It will be very helpful if there is any EVB document or application note on layout recommendation. please provide the document or link if any.

Please make sure that you are using a 5V supply rail with the SN74CBT16233.

In my case the signal voltage level is 2.5V
I can use SN74CBT16233 IC for signal voltages @2.5V with VCC supply of 5V?

The signal voltages supported are 0V to VCC so you are good to use SN74CBT16233 for a 2.5V signal with 5V supply.
