Hello,
Note that CCSv3.1 is not supported on Windows 8. I would recommend running on XP for best experience. If you wish to proceed on Windows 8, the below wiki may be of use:

As for your actual error, it sounds like there is some running instance of CCS that needs to be terminated before continuing. Look for any running CCS processes.
