Yes, we call Floating license when the authentication process is through the network - a server holds the license and each client has to connect to it and validate its local copy of CCSv4. Any number of clients can exist, however only a limited number can authenticate and run CCSv4 simultaneously.
The opposite scenario is a node-locked license - each client has its own license that is not shared with other clients.

Sorry, I really don't understand exactly what you call a network license, but it seems close to what we call a floating license. Therefore let me ask you: what does exactly your customer want to do?
- Does he want to upgrade CCSv3.3 to CCSv4 and purchase a license where he can use on the computers that are connected in his company's network? We call this a floating license.
- Or does he want to keep using CCSv3.3 and purchase a license that can be used throughout his entire company? We call this a site license (no network connection is required).
- Or does he currently have a CCSv3.3 site license and wants to upgrade to CCSv4 floating license?
In the first case he can simply purchase a floating license for 1, 3, 5, 10 or 25 seats that is used in the network. Details and orderable part numbers are shown in the page below:
