CCS: Error message in CCS8.3.1 : No compilers are currently installed for this device family ....

Dear sir/madam,

 We have installed CCS 8.3.1 and trying to create a CCS project for TMS320C5509A. The Error message poping-up during the project creation is "No compilers are currently installed for this device family ...."

If any more installation of s/w is needed, Please provide the link for the same.

Can i use CCS IDE for writing application code in C-language, If yes then why I need to install a separate compiler ?

If No, then please provide the link for installation of compiler for TMS320C5509A for CCS8.3.1.

Note: I don't have internet access to my Laptop in which above compiler has to be installed, Hence, Please provide link for offline- Installer (compiler for TMS320C5509A for CCS8.3.1.)/

 we have a Laptop with "windows 10 Pro"  , 64-bit operating system.  We have installed CCS 8.3.1 and trying to create a CCS project for TMS320C5509A.

I have downloaded the compiler from the link (http://software-dl.ti.com/codegen/non-esd/downloads/download_archive.htm#C5500)

The compiler downloaded is

C5500 Code Generation Tools v4.4.1
[Windows]

But the error message is still popping-up. The Error message poping-up during the project creation is "No compilers are currently installed for this device family ...."
