I'll submit all old installs to be disabled. It should be early next week before that is done.

Well that's very unusual.
Can you provide me with the following?
For license:
%appdata%\Cadence\VBL\TI_PSpice_231 (or 174)\license. There should be a file license.txt.
Confirm your Environment variables, especially CDS_LIC_FILE. What do you have for the value?
And let's check the record on the install.
%appdata%\Cadence\PSpinceTIInstall. Please post the cdsPspiceTIlog.txt file here.
If you enter %appdata% into the search window, it is a shortcut to your local C:\\Users\username\Appdata\Roaming directory path.
