CC2652R: Can ZED broadcast/groupcast directly into the network rather than through parent

Hi,

Is it possible for a ZED to broadcast directly rather than relaying to parent, which then broadcasts ?

This is what happens currently
ZED broadcast triggered
ZED -> DeviceParent ZR -> Broadcast

What i would like to do
ZED broadcast triggered
ZED -> Broadcast directly

Is this possible ? 
what are the settings that I need to use for it ? 
what does this setting 'AF_SKIP_ROUTING' do ?
