CC2652P: Sending the network key feedback was successful, but it actually failed

Tool/software:

    Hi,  TI team,  In the test, I use 200 end devices to join the coordinator network, I found that the coordinator can not send the network key in time, after further confirmation, I found that the coordinator has called API ZDSecMgrSendNwkKey() —— APSME_TransportKeyReq() to sent the key, and feedback success, but I catch the package, found that the coordinator did not actually send the key most of the time. 

   Can you tell me what to do to improve the problem
