Does Fully Differential Amplifier (THS4121 or THS4531) have input overvoltage protection? If so, what is the max input current to the clamping diodes?

Those amplifiers do not have over-voltage protection. They have ESD protection that will provide limited over-voltage protection. We usually recommend no more than 10mA in the ESD protection circuits. They are designed for for very short time duration ESD events.
TI does offer external protection circuits. I can post a link if that would be helpful.
