The data sheet for the ina321 says that it turns on in microseconds from shutdown. Is there a spec for the turn on time or has it been measured?

Unfortunately we do not have the data you're requesting, though it is something that we are looking to add to future data sheets.
Given that the quiescent current of the device is 40uA (typical), we estimate that the turn on time would be at least a few hundred microseconds. The turn on time will be much greater than the time it takes to come out of shutdown since all internal nodes are completely discharged when power is removed.
Actually I was looking for the time to come out of shutdown. Sorry if I wasn't clear about that.

We measured a single unit in our lab under data sheet conditions (Vs=5V, Rload=10k, Vcm=Vref=2.5V) and obtained a measurement of 2us. Please be aware that this value will vary over a variety of parameters including process, temperature, and load. Therefore it's prudent to perform further testing of the device's performance in your system.
