Hello Renan,
You do not need need a specific driver for TUSB4041. It should work when plugged into a windows 10 machine. It may be an issue with your circuit or with your generic USB hub driver in windows.

My bad, first comes 3.3V, then after 600ms 1.1V.
Shorting GRSTz cap wit tweezers has no effect.
Removing the resistor from smbus clk (R74) gave an effect: now I see 2 downstream usb ports.
It is working correctly now.
