Ethernet signal does not go below ground so you can use a unidirectional ESD device. We also have TPD4E1U06, ESDS304, ESDS314 for ethernet ESD protection.

I would recommend TPD4E1U06 or TPD4E05U06 over TPD2EUSB30 as the protection level is higher. Also if the signal is just 3.3V you could also look into ESDS304 or ESDS314 which have our highest level of protection.

I do not have access to UL639. However the typical standard for ESD is IEC61000-4-2 but that RC equivalent is 330ohm 150pF. I believe the set up that you are describing is more closer to HBM which has 2kOHm so that pulse will be lower.
