INA138: If our VIN is under 22 mV, would you please help to check my tested results were acceptable or not?

Hello Sir:

I checked the datasheet, I saw that max input offset is 1mV, and figure 4 shows total output error vs VIN.

In my old products, that used the same type INA138 and the tested results were not the same with new products.

Please refer the attached file for more detail tested results.

Would you please help to check my tested results were acceptable or not?

Any recommendations please let me know.
