When should I choose INA139 and when should I choose INA199?

There are several key differences between the INA139 and INA199. As you mentioned, one main difference is that the gain of the INA139 has variable/adjustable gain based on the external RL. In some cases it may be beneficial to be able to choose the gain, but usually a fixed gain option (like INA199) will work.
Another key difference is that the INA139 is uni-directional while the INA199 is bi-directional.
The INA199 is also has better performance than the INA139 as seen in the side-by-side comparison shown here.
