Is it MUX friendly device? Could we use it as comparator on open-loop?
https://www.ti.com/product/TLV9154-Q1 "Product details"says "MUX friendly" but its datasheet does not include this sentence.

Clemens is correct, generally if a device is able to be used as a comparator or open loop, the abs max conditions will specify that the maximum input differential voltage (Vid) is the full supply range (sometimes +/- a diode drop)
In the cases that Vid is not specified in the abs max of the datasheet (like OPA2171-Q1) the device may have back to back clamping diodes on the input. You can confirm this in the functional block diagram section of the OPA2171-Q1 datasheet.
