TLV9064: Could the thermal pad be connected to V+ which is the GND in the application?

The WQFN16 package has a thermal pad. Is it connected internally?

The datasheet says to connect the pad to V-. My application has V+ connected to GND and V- connected to a negative voltage rail. The input is referenced to GND. May I connect the pad to V+ (GND)? It would give the best cooling and lowest noise.
