We want to add delay function circuit at the TLV7011 output end to get several ms delay. Do you have any suggestion circuit?
And we want to add delay on the rising edge and no delay on the falling edge. Do you have any suggestion?

There are a couple options. The most obvious is to use the dual TLV7012. The 2nd comparator could be like this. Much longer delay on rising and much less delay on falling.

Exactly. Vinm can be a voltage divider from Vs supply.

Do we have any comparator with delay?
The open collector versions will rise slowly with a resistor and a capacitor to ground. In other words a slow rise time, but it starts on time, not delayed.

No, there isn't a big market for that. There are 555 timers, NE555, LMC555, TLC555.
