Because VIO is limited to 10mV and 3V, 5V, and 30V, will also be the same limit for 4V & 9V.
+/-10mV maximum and +/-2mV typical.
I am going to take a stab at an educated guess. VICR is VCC - 2V MAX. The lower range is not directly mentioned, but the schematic on page 2 shows a PNP input. PNPs will conduct when Vin = Vee whether that is 0V for single supply or -5V etc, for a dual supply.

Sorry, I answered the wrong question.
Ken is correct; common mode upper range is VCC -2V. There are 2 PNP and current source to VCC+
Lower common mode input range is 0V.
