INA331: Why the output of INA331 should be less than VDD-1.2V

Hi all

   when i see the datasheet of INA331, I find that the output voltage of INA331 can not be more than VDD-1.2v(page9 &page10)

   So does it means that if my VDD=3.3v, my maximum output signal voltage can not be more than  2.1V?
