Full power consumption consists of two things: the quiescent power draw of the amplifier and the output power consumption.
The first is very easy to calculate: (V+ - V-) * IQ. The second is a bit more complicated and depends on the output signal.

To answer your questions:
1. I would point to figure 21 in the data sheet. Although the quiescent current is not specified in the EC table, it seems to be pretty constant across supply voltage.
2. Correct, the IQ is basically how much the amplifier needs to stay on. To measure any more current that may be needed to drive the load, you need to know your load and your output signal.
If your output is DC, I would recommend you use this method to calculate your answer. This resource covers calculations for both DC and AC (sinusoidal) outputs.
