OPA2196: clamping output to positive voltage with 33 Ohm

The OPA2196 is powered with 5V. The datasheet of OPA2196 is stating that a continuous short to ground is possible. In case 5V is on the non-inverting input, then the output is clamping to the 3V3 supply. Is that case also allowed with this opamp?

Having said that, shorting op amp output to any voltage within its rails is allowed (only one channel at the time) but will most likely result in a short-circuit condition. However, such exposure to an absolute-maximum-rated conditions for extended periods may affect device reliability – see below.
