Is this with relation to the CDCE913, or the LMK3H0102? The CDCE913 is an EEPROM device, and has an EELOCK bit set to '1' to distinguish that the EEPROM has been locked. The top marking will not differ unless this is a spin for a specific customer,

Conversely, the LMK3H0102 has OTP programmed by TI, and is always programmed and not writeable.

When we program an EEPROM part, there is a readback step that is performed after programming to ensure that the EEPROM contents match with the programmed value.

If the readback test is not passed, then the part is screened out and is not shipped. This minimizes the risk. The only way that there could be an issue is if the settings written into the device are not correct in the first place, or if an EEPROM bit is very marginal. Screening is done to filter bits that do not have enough margin.

The entire EEPROM contents is written each time that the EEPROM is programmed. I believe that you are referring to my marginal content. It is possible for a bit of the EEPROM be weak, in that the charge is not held properly. The readback test lets us know if the bit is not holding charge correctly, as the bit will not match the expected value on readback. If this is the case, the part is screened out.

Otherwise, the only risk of the incorrect EEPROM/register contents is if the programmed configuration itself is incorrect.
