This is standard LVDS which means if the common mode is 1.25V typical VOH is VCM + 400mV / 2 = 1.425V & VOL is VCM - 400mV / 2 = 1.05V
These are typical values of course.

LMX2615-SP is a RF synthesizer with open collector outputs.
The output is CML format not LVDS.
This device has adjustable output power controlled via SPI.
The DS mentions typical RF power. 
Open collectors require a pull up to Vcc (if not integrated internally) - in this case it's not and thus external PU is required.
A 1nH PU inductor can be used to gain more RF power at the cost of impedance matching.
The common mode voltage for open collector CML outputs is usually a bit above 2V.

Output power is adjustable via SPI.
At high frequency - PCB layout also has an effect and longer traces can lead to reduce output power.

Using OUTx_PWR = 31 @12GHz you can expect around 7.5dBM with a resistive pull up or around 12.5dBm with an inductor PU.
