Hi Itay,
The TUSB8044AEVM is not designed to be bus powered since max power consumption on a single USB 3.0 port is 900 mA, which doesn't allow enough power for the hub to be powered and to supply power up to 900 mA to each of its downstream ports. An external power supply is required for normal operation.

In my application we will draw only 20mA from each port. My question is if in such case we can run the EVB without external power supply.

Hi Itay,
While the application you describe is not compliant to the USB specification, if you have a closed system and a USB host port that can power both the EVM and the downstream devices, you can modify the EVM to run from bus power . We did not include onboard switch option to enable a bus power mode.
