DP83825EVM: USB driver not loading - DP83825EVM - MSP430F5529

I'm using a WIN 7 PC (with full admin privileges) to try to connect to a DP83825EVM eval board so I can check and/or change register settings for the on board DP83825I chip using USB2MDIO GUI.  I followed everything according to the user guide and downloaded both the driver and GUI from the link provided in that guide.  Everything appeared to install without a problem but the driver will not load when I connect the USB.  The PC sees me plug up the board via USB and it shows up in device manager but with a little warning symbol and says Windows unable to find compatible driver for the device.  I tried rebooting the PC and reinstalling the driver from scratch, this time to a different location on PC's hard drive, still nothing.  I tried multiple DP83825EVM boards (I have 4 of them), all do the same thing.  All of this seems like it should be straight forward so I am stumped.  Any ideas?
