Hi Marvin,
The CAP_A, CAP_D, and CAP_PRE pins are the filter capacitor pins for the internal LDOs required for the device to operate. These pins require a minimum level of capacitance to ensure the LDOs are stable. If the pins are floating the LDOs won't have the required capacitance and may not regulate the voltage properly under all operating conditions.
If the pins are shorted to GND, the LDOs will also not function properly since the LDOs are essentially shorted to GND.

Yes, the contact monitor will be off as the internal supply rails will be stuck at 0V. Also, there will be excessive current flowing from the Supply Voltage VS to GND through the filter cap pins that are shorted to GND.
I will refer you to the TIC12400-Q1, TIC10024-Q1 Functional Safety, FIT Rate, Failure Mode Distribution document found on the ti.com product folders which includes this information. It contains a table of the potential failures for each pin when shorted to ground.
