Whenever TI creates IBIS models for particular components, you will find it linked in the product folder under the "Design & Development" section. For the TCAN1167-Q1 we don't have a specific IBIS model under that name.
For the purposes of your simulation, you could use the IBIS model for the TCAN1044-Q1. This is document SLLM495 on the TCAN1044-Q1 product folder or linked HERE for your convenience.

The package of TCAN1167DMTRQ1 is VSON (14). But, IBIS model of TCAN1044-Q1 has the package of SOIC-D (8). Do they have different package lead inductance? And also please confirm do they have same I/O buffer model?

The reason I'm pointing to the TCAN1044-Q1 is because the CAN transceiver is fundamentally the same, however you are correct, the model serves as a guide rather than an exact replica of its performance. Most modeling projects have the goal of seeing the approximate behavior of CANH/CANL on a bus. There is not an IBIS model specifically for TCAN1167-Q1, but the TCAN1044-Q1 model can serve to help with your design goals.
The logic I/O pins are similar for the devices as well.

The device TCAN1167DMTRQ1 has SPI clock, chip select, SDI and SDO. But in TCAN1044-Q1 does not have SPI communication pins. Could please suggest a solution to simulate SPI lines between MCU and CAN SBC?

There is no such model that will simulate actual SPI communication between the TCAN1167-Q1 and a microcontroller. There is rarely a need to simulate SPI communication via IBIS. Unfortunately there are no IBIS models available that will simulate SPI communication from this transceiver. The IBIS models that exist serve the purpose of signal integrity evaluation on the bus, as this is where the majority of signal reliability considerations exist.
