TUSB8020B: Cannot detect devices on USB_DN1/DN2 port connection, is this broken?

We use TUSB8020B, and connect USB2.0 device(ASIC and camera) on USB_DP/DM_DN1 and DN2 ports.

In one customer, cannot detect devices on USB2.0. And check the board, 

  Crystal signal: OK *24MHz signal input

  USB_DP/DN_UP: OK *some signal is input

 VDD :OK *1.2V is input

 VDD33:OK *3.3V is input

 USB_VBUS: OK *0.75V input when connecting USB cable

 *OVERCUR1z/2z : OK *Pulled up to 3.3V

 *GRSTz : OK * Lo to Hi 

 USB_R1: Connect ground thru 9.53kohm resistor.

 USB_DP/DM_DN1: NG *No signal swing

 USB_DP/DM_DN2 : NG *No signal swing

The other terminals are left open.

In this case, where should we check about? 

And is there any way to check if it is broken?
