So for both cases, differential input voltage will be low and output will be low as well.

Thank you for your answer.
However, I am bit confused.
From the table you attached, I think it will be both HIGH when, both input was VCC.
And when both input was GND (0V), it might not determine HIGH or LOW because VTH and VTL are both 0V (TYP).
Is my understanding correct?

This is a typo on my part. You are correct that differential output voltage will then be undefined. If you want the output voltage to be in certain state, then you would need to implement external failsafe biasing. Please see this app note, https://www.ti.com/lit/an/snla051c/snla051c.pdf
