I am referencing the DP83TG720EVM-MC to design SPE (Single Pair Ethernet). How can I measure SPE signals to determine PASS or FAIL?
Do you have any measurement reports of SPE signals available for our reference?
What testing tools are required?

I'm not sure what you mean by Pass or Fail. If you want to confirm communication is working, you can use the connect the DP83TG720EVM-MC to your setup and test ping or send packets to confirm it works.
If you are talking about 100Base-T1 Open Alliance compliance, we have some passing reports with the DP83TG720 available to our customers under NDA. You would have to reach out to your local TI Field Representative to request it.

What are you evaluating the DP83TG720 for? If you can help me understand the application or specific standard you want to pass, I can help you.
If you just want to use the DP83TG720MC-EVM for network communication, you can just hook up the EVM directly to your PC and your board and start testing communication.

The customer is using 1G RGMII, and the main purpose is to evaluate the quality of the designed SPE signal waveform.
Please provide us with the relevant information regarding the SPE waveform.

By application, I am asking what kind of product is it for (radar for car, TBOX, etc.)
I'm going to assume you're talking about 1000Base-T1 Open Alliance PMA compliance testing, this is a standardized test used to test the MDI (Ethernet) waveform.
To test this, you will need an oscilloscope with the Automotive Ethernet Compliance test software. We have already performed these tests. The passing report and test setups are available to our NDA customers. You just have to reach out to your local TI Field representative for this.

Is there a simple SPE waveform diagram available? For example, something showing Rise Time, Fall Time, or voltage levels that we could use as a reference?

You can refer to the publicly available guide for the Tektronix test suite. There are sample measurements there in 'Viewing Plots'
You will need to purchase 1000Base-T1 software on your scope to make these measurements.
