1.) I have my design setup exactly like the DP83TG720 Media Converter module. The question is what is the physical layer end to end delays on the converter as far as data sent from one end of the PHY (720) to the other end of the PHY (867)?
2.) Can an 802.1AS packet go thru the current implementation properly (DP83867/DP83TG720)?

1) You can use the receive/transmit latency specifications from the DP83TC720 and DP83867 data sheets.

Note 867 has different sections for SGMII and RGMII latency. Excerpt below is from RGMII .
2) Yes, it can go through this media converter module correctly.

Your latency calculations are correct.
The DP83867 datasheet also discusses "start of frame detection timing", which has some additional details on latency.
