HD3SS2522 CC and Vconn question

Hi Sir

              I have two question on for and Vconn on HD3SS2522.

1 : HD3SS2522 have mode pin to setting current , Why HD3SS2522 EVM need put pull high resistance on CC pin ? ( ex : R15 - R20 )

2 : If CC pin change to Vconn , Vconn is 5V , but CC pin pull high resistance is connector to 3.3V , When CC change to Vconn ,

     I think 3.3V will be Broken by 5V , How about your idea?

    The pull-ups are in order to provide an appropiate signaling for USB standard current, 1.5A and 3Amps, using 36KOhms, 12KOhms & 4.7KOhms respectively.

    When VCONN is on you only have a leakage current from the CC pin to 3.3V flowing thru the CC resistor, but you won't broke 3.3V, since the leakage current would be 1.7V/CCResistor.
