    The connections and power supplies are correct.

    The SER input of U13 must not be left floating. You can tie it to GND or VCC.

    If you have long traces, 33 Ω source termination resistors make sense in front of outputs like QH. But directly in front of inputs (CLK, SH/LD), they are pointless; if you do want source termination for these signals, there should be one resistor near the GPIO3/4 pin.
