What does the NC pin do? and when connected to something, how does it perform? or please tell us how it must be connected... thank you!

The NC pin is not connected; it does not matter what you do with it.

But other level shifters like the SN74LVC8T245 have V_CCB on this pin, so it is a good idea to connect it to V_CCB to allow the chip to be replaced.
