Unused outputs can be left open.
The 3A pins have bus-hold circuits, so if they are inputs, they can be left open.
All other inputs should have a valid voltage (low or high).

Is it forbidden to pull up and pull down the input pins?

Pull-up or pull-down resistors are one mechanism to ensure a valid voltage. You can also connect them directly to VCC or GND.
