Question: Does SN54SLC8T245 support cold sparing? If the I/O pins interfacing the voltage translator are toggled when they were not powered, would it cause any potential damage to the device?

Yes. The datasheet says:

V_CC isolation feature that effectively isolates both buses in a power-down scenario
Partial power-down mode to limit backflow current in a power-down scenario
