TIBPAL16R4-30M: PAL Power Dissipation vs. Frequency

Tool/software:

I am researching an obsolete parts replacement and the TIBPAL16R4-15MJB is a replacement part we are considering using.

However, this part has a higher power dissipation reported in the datasheet than what our obsolete part features.  Is this due to the higher frequency that the newer part can operate, or is it a DC value (no I/Os changing)?  Is there any information available regarding Pdiss vs. Frequency?
