Do we must connect input pin(not used input pin)to GND?

The logical state of a high impedance input is undefined and unpredictable - it may change at any time. This means your output will also change randomly according to the input. This causes unnecessary current consumption.
With your chip, if an OE pin is floating, it will randomly switch on or off (high-Z) the outputs.
CMOS inputs shall never be left open. You may want to read this Application Note.
