If I want to use SN74AHC14 to design smith trigger 

Could I use below same equation to calculator R320 and C458's value ?

    The frequency of oscillation will depend on the thresholds as defined in the datasheet. I would recommend using the RC charge time equation and the maximum/minimum thresholds from the datasheet to calculate the expected rise/fall time, which would then give you the frequency.

    Really though, I would recommend using a different type of oscillator -- a ring oscillator is simple to construct, reliable, and won't have as much variation from device to device as the schmitt-trigger oscillator.
