This timer has the capability to count for 390 seconds.

Refer to the spec, if 390s is set, F will be around 84Hz which is out of the spec. pls check . Thanks

To which specification are you referring?

As far as I know, there is no limitation on how slow the oscillator will operate - there is only a limitation on the equation that is used to calculate it. If you prototype with this device I'm sure you could create an 84 Hz oscillator.
