SN74LVC8T245: When VCCA power in within 1v, output Port B will produce a high frequency signal Voltage and wrong Logic output

My application is Port A 3.3v translation to Port B 5v.

But when VCCA power up range in 0-1v, port B will produce a high frequency signal, it's not my want.

1. Schematic Diagram

Some test fig as followed:

VCCA power up, yellow line is VCCA, Blue line is Port B

1. VCCA is 0.79v, Port B is high voltage level and with a frequency signal

2. VCCA is 0.82v, Port B is high voltage level and with a frequency signal

3. VCCA is 0.95v, Port B is high voltage level and with a frequency signal

when VCCA vlotage is above 1.01v, Port B output will be low level output, work good.

So how to solve it? When VCCA is below 1v, output will be wrong logic with frequency signal.
