i.e. Does biasing input at middle of supply damage device?

A voltage near the switching threshold might lead to oscillations and damage the device. See [FAQ] How does a slow or floating input affect a CMOS device?
To avoid this, use a device with Schmitt-trigger inputs. But I'd ask first why the input does not have a valid logic level to begin with.
