The SN74S124 is a dual voltage controlled oscillator (VCO) with isolated supply and ground for the internal oscillator (isolated from the control circuitry).
I pulled some information from an old logic data book (https://www.ti.com/lit/ug/scyd013b/scyd013b.pdf)
The "FREQUENCY CONTROL" and "RANGE" pins take a 1V to 5V input.
The "Cext" pins should be connected to either side of a capacitor to provide the frequency range for operation. Capacitor size determines the base output frequency as per figure 1 of the datasheet.
The input voltages at "FREQUENCY CONTROL" and "RANGE" will shift the base frequency as per the graph in figure 2 of the datasheet.
