I am trying to generate pwm signals with N2HET pins by using TMS570LS3137. I generated with some pins but there is a problem. When i try to generate with HETpin 0-7, it works really well, but when I change the pwm pins, 8 to 23, odd pins can generate pwm signals but even pins don't works. Why it happens, do you know anything about this situation?

Just make sure to enable the pin direction as output:
Because by default pin directions will be set to the input.
I don't have TMS570LS3137 board, so i tested with my TMS570LC4357 and here is the project for your reference:

I configrated this pins before. But still i cant get any signal. When I set the pins like under pictures, i can not generate pwm signals from even pins (24-26-28-30). Are there any other solution?

Just now i found one thing, maybe it is not your code or configuration mistake.
As you can see in above schematic, there was a demux connected to the NHET1[08], NHET1[10] and NHET1[14]. That means these pins are using for multiple functionalities based on the selection lines S1 and S0. To operate these pins as NHET we should need to make the S1 and S0 selection lines as logic 1.
So, try to OFF the pins 1 and 4 of the DIP switch S2.
First adjust these switches and verify the waveforms on the NHET1[08], NHET1[10] and NHET1[14].
