I've been using the launchpad with IAR Workbench and I really want to use either this MCU or the Tiva version on a project I'm working on so I want to make sure I understand how to program this correctly in circuit before I stick with it.
If I understand it correctly I can program a bare MCU that i buy from digikey or mouser on my own pcb using the JTAG pins from the launchpad. And by removing the jumper on the board I prevent the lower non ICDI chip from intercepting the program instead. Assuming this is correct will I be able to continue dev on IAR with a lm4f120 on my pcb?

Your understanding is correct. From the perspective of IAR, all it knows is the type of debug interface in place, and the target device that you wish to program. The physical board that it is mounted on is immaterial.
I will recommend this much; try and use the Launchpad as a reference design for your JTAG layout (passives, trace lengths, etc)
