What is the maximum range of the external 5V power supply? For external 3.3V it is mentioned that 4.6 is the maximum allowable voltage, but no such information is given for external 5V power supply. Please reply at the earliest.
What is the meaning of LED D7 and D8 glowing? what kind of signal it's giving? like Launch pad has gone bad or some fault happen?

The allowed maximum 4.6V is a device specification for the TMS320F28379D device. The LaunchPad uses a TPS62162DSGT regulator to bring the 5V USB power down to 3.3V. Please check the corresponding datasheet for the device specifications. If you are referring to powering the 5V rail through the BoosterPack header, no specifications are given for this, but you will want to check all of the components on the 5V rail for their rated maximum operating conditions.
Refer to this thread for the functionality of D7 and D8 (https://e2e.ti.com/support/microcontrollers/c2000-microcontrollers-group/c2000/f/c2000-microcontrollers-forum/750159/ccs-launchxl-f28379d-what-are-the-2-leds-d7-and-d8-used-for). They are used to indicate communication through the XDS debug probe and are not directly controlled by the C2000 device.
