From datasheet, there have following description.
The ePWM and eCAP synchronization chain on the device provides flexibility in partitioning the ePWM
and eCAP modules between CPU1 and CPU2 and allows localized synchronization within the modules
belonging to the same CPU.
May I know if ePWM1-3 assign to CPU1 and ePWM4-6 assign to CPU2 , whether ePWM4-6 could synchronization with ePWM1?

The ePWM sync in/out paths are HW paths that exist regardless of which CPU owns the ePWM, so you can sync between modules owned by different CPUs.
Also note that 'TBCLKSYNC' is used to start the time base counter for all epwm modules belonging to the same CPU-subsystem, but 'GTBCLKSYNC' is used to start the time base counter for all modules in both CPU-subsystems.

If so why we add below description in datasheet? based on following description , my understanding is just the ePWM module belong to the same CPU can be synchronization .
