I am working with the MSP430(EVM430-F6779) evaluation module. do i compulsory need the debugger(MSP-FET) to program the EVM.

Does only launch pad along with isolater is enough to program the EVM?

Yes, you can use the launchpad(EXP430F5529) to program the EVM
