MSP430FR2355: Program won't single step past first instruction

This is a strange problem.  I am using the MSP FET to program an MSP430FR2355.  The program compiles fine and downloads.  However, when I I try to single step past the first instruction it just stays at the first instruction.  I checked some of the system registers and noticed that the OFIFG in the SFRIFG1 register. Does anyone know what could cause this?
