MSP430F248: Undocumented IFG1

Bits 7, 6, and 5 of IFG1 register (0x0002) are "not present".  When I read the register, I typically get 0xc? (Bit 7 and 6 are set.)  My debugger is telling me the bits are reset.  I am trying to figure out which reading is correct.  (Why don't the 2 values match?)

What does "not present" mean?

What do bits 7 and 6 represent?

Is there a reason they are reading as set?  (Is this expected?)

Edit:  I am reading the IFG1 register before the C enviroment has been setup.  i.e. Running on DCO, no vars have been setup.  Just set the StkPtr and call a routine that reads the IFG1, write it to RAM.
